In the solar system on the seal, the two smallest dots on the upper right are out of the circle slightly. Could they be moons of Jupiter & Saturn? Likewise the small dot at bottom is out of circle a bit, could it be Earth's Luna? That would leave eight planets but i read too much into a seal that was never intended to represent accurate detail. It looks to me like his comments above may have been edited to omit quotes saying the structure MIGHT represent a natural formation altered by man or perhaps he relented a bit later.
